Doesn't work for foreigners

The website keeps rejecting my sign up because I choose "foreign". There is no other options for me. All the options are states and provinces in the US or Canada. Don't get me wrong! I love the concept; I love Islands, and I certainly enjoy travelling, but it seems the website is not meant for other citizens.
