Two issues. Why is it hard as hell to get basic support? Steampowered has the worst customer support process i have ever seen. The issue i have, in 2011 i purchased a game via steam and was provided a cdkey. I moved to a different computer and installed steam and tried to reinstall the game. Its installed yet it wants a valid cdkey it is saying someone else is using my cdkey. All i want is to use the game i purchased or get my money back. The steam help team will not assist. There is no options for assistance with this issue with in the help process. So it appears im out 50 dollars. This is wrong, this is very bad customer service. I will be certain to share via tweeter and facebook and encourage anyone i work with to stop or never use steam.

There's a higher volume of users that want help from Steam Support, however, they'll often try to answer most of the questions that is coming in a daily basis. Steam doesn't have enough staff members to check on the endless questions coming in so you question is most likely on queue.
For the other question are you using the same account from the old PC? Please use the same account onto your new PC. Normally CDKeys will follow the original account it was placed in.
