How do I make a Change/Cancellation to an existing booking?

CheapOair Did Me Dirty!
After I paid a change fee with my credit card to change a flight, they called me 4 hours later and made me pay the same amount twice. They said if I did not pay it again, they would cancel my flight. I am so pissed off. I think the are unscrupulous.
