It's a company but its employees lie about a basic service. That part makes 24PetWatch a scam.

It's a legitimate company in the sense that they have filed the proper paperwork and are incorporated.
Will they do what they say they will? Sometimes. Will they take your money and promise they'll do things in exchange? Always.
