No it isn't. It's legit. It just takes forever to reach 30 bucks and they keep 3 bucks. I got one check from them for 27. It's just something i do once in a while. Clicking on emails and answering surveys if i do qualify which is very rarely.
You won't get rich doing that..

Ke c.: if you requested payment and the date has changed to process that payment it may mean that your account went to an inactive status. Members need to keep their account in active status in order to have their payments processed on the date assigned. Please contact LiveChat for assistance and they can always escalate your inquiry to Accounting for help!

YES. Stay away. You will not make any money. Even if you have the patience to rack up 30 dollars to cash out, you will see none of it. AND you will either get a virus on your computer OR a hundred spam calls a day. I had to change my number to make it stop. Luckily I only joined on a whim and don't need the extra cash, but anyone out there who wants to make money, DO ANYTHING ELSE.

As I stated, it depends on your definition of scam (fraud, swindle, deceive).
Simply put: If you accepted a job, and you THEN informed (only AFTER INVESTING A GOOD NUMBER OF HOURS) that there is a very real possibility that you would NOT BE PAID THE MONEY YOU HAD ALREADY EARNED, would you have taken the work to begin with?
Hard to know the exact percentage of "participants" who've been screwed but if you consider the 31% of this company's ratings, I'd say it's fair to assume the number is fairly high.
Just read the complaints here--don't they all appear to be very similar in nature? Then consider this: if you're one of those who don't get paid, YOU HAVE NO RECOURSE.
But if you don't mind wasting a few weeks of your life to find out if you're going to be paid or not, GO FOR IT.
