Where do I sign up for Florida LPN with no test?

You can register and purchase a subscription here: https://ceufast.com/register/subscribe
When you are ready to complete a course, you will be given the option to "Take Test" or "Reflect on Practice Impact", the second option is the no test option. Make sure you add your FL LPN license so that your course completions are reported to CEBroker.
